What Is Soft-Story Retrofit Program?

Soft-Story retrofitting program was created due to the growing threat to Los Angeles from a major earthquake that is bound to hit our fair county. Soft-Story Retrofitting was designed to protect structures with 3 more units from destruction. 

Commercial or residential buildings that have structures that house parking under ground are the most vulnerable. City of Los Angeles has issued Ordinance 183893 and Ordinance 184081 for building owners for immediate repairs. 

Buildings That Meet Soft-Story Retrofit Program Requirements

Buildings that are most vulnerable have been identified with the following criteria:

• Consist of 2 or more stories wood frame construction

• Built under building code standards enacted before January 1, 1978

• Contains ground floor parking or other similar open floor space

The program does not apply to residential buildings with 3 or less units.
